  4.     California motorists have been looking forward to
  5. auto-insurance refunds since November, when voters passed an
  6. initiative calling for a 20% cut in premiums for property and
  7. casualty coverage. But their anticipation turned to anger last
  8. week, when State Insurance Commissioner Roxani Gillespie declared
  9. that most Californians are "not going to get lower auto-insurance
  10. rates" as a result of the initiative.

  12.     The hitch is a May decision by the state supreme court, which
  13. upheld the initiative but ruled that insurance companies are
  14. entitled to "a fair and reasonable" profit. Most of the state's
  15. insurance firms maintained that they should be exempted on those
  16. grounds. After reviewing their profit statements, Gillespie said
  17. she found only 13 companies profitable enough to warrant rate
  18. rollbacks. She announced hearings to examine the exemption claims
  19. of 34 more firms, but further outraged critics by declaring that
  20. evaluations of more than 200 other companies could take as long as
  21. ten years to complete.
